The aim of this project is to extend the pre-project work to include the investigation of existing and novel approaches and methodologies needed to determine risk and best-practice biosecurity measures in the absence of complete or extensive datasets.

Project objectives include:

  • The full compliation and understanding of existing data, and the development and application of data capture models to enable risk-based resource allocations to be aligned to changing risk profiles over time.
  • An analysis to determine the relative risks posed by prevailing movement pathways (natural and human assisted), having special regard for the likelihood and consequence of movements of prohibited items.
  • Quantify component parts of the program that relate to scientific support, community engagement and value to industry - including an assessment of physical intervention, seizures, support for scientific findings, trapping networks and (if possible) an assessment of the value of the community engagement component that positively impacts compliance in the community.
  • A cost-benefit analysis of biosecurity measures against significant biosecurity risks particular to the pathway (e.g. citrus canker, black sigatoka, rabies, papaya, fruit fly), having regard to the impact of the department's risk mitigation strategies in Torres Strait (i.e., impacts in terms of delayed actions or the prevention of movements of risk items through pathway in order to limit their effects).

Based on these approaches the project will also aim to determine:

  1. the most cost-effective surveillance measures against key invasives; and
  2. more precise risk based intervention approaches to help determine staff deployments subject to available resourcing and cost savings measures to meet agreed resource baselines for the northern region. (NB: Current resourcing is allocated predominantly to inspection services during normal business hours, supplemented by adhoc inspections out of hours determined by risk and available resourcing).
