The value of pre-border biosecurity risk assurance controls

The project aims to evaluate the effectiveness of current pre-border assurance measures in managing the cross-border spread of pests and diseases, ascertaining their value to the department and Australia, and participating countries. These assurance measures produce data sets that support risk-based analysis. However, they require a better method for gathering and analysing that data, noting that the data is intended to influence policy improvements.

The key objectives of this project are to:

  • Analyse impact on biosecurity outcomes, trade, capacity building and policy delivery;
  • Collect and improve data analysis and assurance outcomes;
  • Conduct project analysis: Analyse the effectiveness of current programs, particularly in countries that have limited resources.

This project will help to:

  • Determine the value of the programs that the Compliance and Enforcement Division (CED) leads.
  • Inform future plans for expansion to generate the best return on investment. The data will help us to understand what is working and what can be improved in expansion activities within new and existing partner countries.
  • Determine our breakeven point, i.e. the extra benefit or carrying out activities relative to the extra cost, or the stage at which we scale down activities and reallocate resources.
  • Examine changes in pest pathways to Australia from changes in global trade patterns, and specific changes in trade patterns in the region (given, for example, global warming impacts and/or changes in tariffs and trade agreements).
