Enhancing regulatory effectiveness performance measures for the Biosecurity Operations Division

This project will design a fit-for-purpose performance measurement framework for the Biosecurity Operations Division (BOD).

BOD plays a critical role in managing biosecurity risk at Australia’s international border through inspection, intervention, and regulatory assurance activities. Existing performance reporting tends to focus on activity volumes rather than outcomes, limiting visibility of effectiveness and areas for improvement.

The project will identify meaningful, risk-based metrics that capture operational impact, regulatory assurance and continuous improvement. It will also consider how these measures can support strategic decision-making, accountability and learning. The resulting framework will help BOD better demonstrate its contribution to national biosecurity outcomes and guide performance monitoring into the future.

The framework must also align with DAFF's reporting requirements under the Public Governance, Performance and Accountability (PGPA) Act and be developed in consultation with pathway leadership.
